I’d say it depends on where you live and how much the “going rate” for tutors is in your area. My son, as a high school junior, charged anywhere from $30-$50 an hour for tutoring, but this was in a private school in a very affluent area of the country.
As a freshman, you’d probably have to start lower than a junior or senior…. and as an inexperienced tutor you shouldn’t overcharge ’till you can point to some positive results.
So, kind of a shot in the dark, I’m thinking $15 an hour to start. It’s quite a decent rate (e.g. 2x minimum wage) and you can raise it as you take on new students once word gets around that you’re a good tutor, etc.

actual teachers, with a track record of proven success, can get $50 an hour, and hold a waiting list
a high school freshman? see if you can get $25 for an hour and a qurter session (that way if you waste 15 minutes nobody gets mad)
